Before you can export FATCA XML data, ensure that you have completed all the prerequisites and run a FATCA review within Primacy Workplace. See how to prepare for FATCA and how to run a FATCA review for further information.
Form 8966
Information about Form 8966 and its separate instructions can be found here.
Primacy offers a tool that allows FATCA reportable data to be collected from Primacy Workplace and exported as an XML file, where it can be uploaded to the IRS's website.
GIIN number
If the GIIN number has already been added to Primacy Workplace during the setup stages, please ignore this step.
The GIIN number (Global Intermediary Identification Number) identifies the reporting FI (Financial institution) when reporting FATCA information to the IRS. It is a 16 character number.
Without this number, you are not able to upload the XML files to the IRS website.
- Click Client administration > Tasks > Setup > Edit master institution.
- Click the Taxation tab > FATCA.
- Locate and double-click the country you would like to work with. You may also click the country and then click the Edit details button.
- On the FATCA details screen, select the appropriate FATCA scope and FATCA status.
- In the Registration number field, enter your GIIN number.
- Click Save.
The GIIN number will appear in the list under the Registration number column.
XML generator
The XML generator can be accessed manually outside of Primacy or it can be quickly accessed within Primacy using Quick launch. To access the XML generator for FATCA reporting in Primacy, the system property FATCA e-file program location must be set to the path of the XML generator application.
Using the application
- Locate and double-click FATCA XML generator on your local D: drive.
- In the Select database dropdown, select the appropriate database you would like to pull the data from.

- Click the Okay button to launch the generator.
Manual
The Manual tab produces the XML reporting file for an individual client account.
- Click the Manual tab.

- In the Reporting FI dropdown, select the master institution.
The Reporting FI is the Name of Filer on the 8966 form.
- In the Reporting FI role dropdown, select Not Set.
- In the Client dropdown, select the client you would like to work with.
- In the Account dropdown, select an account from the previously selected client.
- In the Client type field, select the Account holder entity type from the 8966 form. The options are:
Owner-Documented FI with specified US owner(s)
Passive Non-Financial Entity with substantial US owner(s)
Non-participating FFI
Specified US Person
Direct Reporting NFFE - In the Reporting date dropdown, select today's date.
- Click the Preview XML button. There are two columns: Validation messages and XML output.The XML output column contains all the reporting information pertaining to the 8996 form. This is the information to send to the IRS. The Validation messages column is a list of errors. These must be resolved before the Save button can be enabled.
- Copy and save the XML output to your local hard-drive. This is the file that you upload on the IRS website.
If you would like to re-start the process and clear all the fields, click the Reset button.
Batch
The Batch tab produces the XML reporting file for all clients and accounts. This option should be selected when all previous steps have be completed and you are confident with the data.
- Click the Batch tab.

- In the Output directory field, click the Browse button. Select a location on your hard-drive where you would like the XML files to be exported. Click OK.
- In the Reporting date field, select today's date.
- Click the Start button. This will begin the process. Each client will be processed and will display in the field below with a status of OK. Once all clients have been processed, they will display in the specified location on your hard-drive.
If you would like to re-start the process and clear all the fields, click the Reset button.
